The Department of Environment and Natural Resources (DENR) Region IX through its Community Environment and Natural Resources Office (CENRO), headed by PAMBCU Focal, For. Mary Joy V. Ellima of Conservation and Development Section, together with the personnel of Conservation and Development Section-PAMBCU and representative from DENR-IX, PENRO Sibugay conducted the monitoring of threatened species of Hornbill identified as Mindanao Tarictic Hornbill (Penelopedes affinis) last October 5-6, 2022 at Barangay Tipan, Naga, Zamboanga Sibugay.  A total of six (6) Mindanao Tarictic Hornbill was observed within the Naga-Kabasalan Protected Landscape.

On October 5, 2022, at around 5:55 o’clock in the morning, having a foggy weather condition the Team arrived in the location site at Sitio Goling, Barangay Tipan, Naga, Zamboanga Sibugay. Afterwards, the Team prepared themselves and started the monitoring by conducting the ‘look and see” method with the use of the equipment of spotting scope, binoculars, GPS and cameras. About a few minutes of observation, the team heard the great Hornbill in the adjacent area. At exactly 6:45 AM, the team was able to witness a Mindanao Tarictic Hornbill.

 Considering that the area is within the Naga-Kabasalan Protected Landscape, the team recommends to the PAMB for the installation of signages and construction of monitoring station in the identified site pertaining in the protection and conservation of this species. 

Hornbills play an important role in the forest ecosystem. They are effective seed dispersers that greatly helps in forest regeneration and ecological balance of our ecosystem.


The Department of Environment and Natural Resources (DENR) Region IX Zamboanga Peninsula through its Regional Strategic Communication and Initiatives Group, Community Environment and Natural Resources Office (CENRO) of Ramon Magsaysay, it's line Bureaus Environmental Management Bureau (EMB) IX and Mines and Geosciences Bureau (MGB) IX, join the Mindanao Communicators Network and other agencies during the Impormasyon- Serbisyo Caravan "Nagkakaisang Gobyerno, Serbisyong Bayan" on October 25, 2022 at Barangay Saad, Dumingag, Zamboanga del Sur.

This activity was conducted in line with the Regional Task Force to End Local Communist Armed Conflict (RTF ELCAC) whole-of-nation approach to address the needs as well as continuing delivery of government services and information closer to the community.

In-Charge, Office of the Regional Executive Director and OIC, ARD for Technical Services Ronald D. Gadot, who headed the DENR IX team, offered free consultations to the community residents on its different programs and projects like National Greening Program (NGP), Community-Based Forest Management Program (CBFM), Land titling issues, Solid Waste, Geo-hazards and responsible mining.

Information materials and collaterals like tumblers, notebooks, crayons, umbrellas, coloring books, bush hats, flyers and primers were distributed to the participants.

Two thousand (2000) seedlings of indigenous trees composed of 500 Lumbayao, 500 Narra, 500 Mangium, and 500 Red Nato were also given out to the residents for their tree growing activities.

A total of 300 households coming from 4 Puroks of Barangay Saad benefitted from the Impormasyon-Serbisyo Caravan composed of 27 government agencies who also gave, among others, medical and dental services, school supplies, livelihood kits and other assistance that their agencies can offer. #TayoAngKalikasan

The Department of Environment and Natural Resources Regional Office IX through its Provincial Environment and Natural Resources Office (PENRO) Zamboanga del Norte in collaboration with the Local Government Unit of Dapitan City facilitates the Dapitan City Marine Protected Area Network on its first year implementation of the DCMPAN Strategic Plan (CY 2022-2026) through the conduct of a 5-day Marine Protected Area Network (MPAN) Training Workshop at Dakak Park and Beach Resort, Taguilon, Dapitan City.

ZDN PENRO Cidur Julsadjiri, who represented In Charge Office of the Regional Executive Director Ronald D. Gadot, encouraged the participants to enjoy the learning process as DCMPAN is one of the 59 Marine Protected Area Networks being established and managed in the Philippines.

"We are fortunate that DCMPAN is one of the 59 Marine Protected Area Networks being established and managed in the Philippines. I hope that you will digest the lectures and enjoy the learning process for us to fulfill the objectives of this workshop", PENRO Julsadjiri said.

A total of 50 personnel from different agencies and stakeholders attended the said workshop.

As one of the milestone activity for this year under the Coastal and Marine Ecosystems Management Program (CMEMP), the workshop intends to strengthen the management body and capacitate as well the personnel from Provincial Environment Management Office (PEMO), Local Government Unit (LGU) of Dapitan, Philippine Coast Guard (PCG), Bureau of Fisheries and Aquatic Resources (BFAR) together with the officials and personnel of DENR on the proper process and considerations involved in MPA networking and the importance and value of coastal and marine resources and habitat conservation.

MPAN workshop covers 5 significant Modules lengthily discussed by SVECOMS Almario Kaabay, Jr. and other regional personnel which are: Module 1 (MPA Networks in the Coral Triangle, Scaling up to MPA Networks, Scientific Concepts, Biophysical MPA networks, Role of Biophysical Connectivity in MPA network design), Module 2, (Types of Social & Management MPA networks, Role of Social Connectivity in MPA Network Design), Module 3 (What it means to be an Operational Network, Tools for MPA Network Design and Operation, Processes used in Developing Operational MPA Network), Module 4 (Purpose and Need for Setting Standards for Management Effectiveness at the Network Level) with topic, Management Effectiveness Tools that are currently in use in Philippines and the Coral Triangle, Determining What to Monitor, Adaptive Management) and Module 5 (Overview of Communication Principles, The Message Box and Building a Communication Plan). Equipped with MPAN Toolkit, participants were grouped into four and were required to submit and present their group output.

MPA networks are said to protect species that move across different habitats during different life stages. They can be created at varying spatial scales, depending on their conservation objectives.


The Community of Environment and Natural Resources Office (CENRO) of Ramon Magsaysay, Zamboanga del Sur headed by Forester Geoffrey S. Zayas thru its Monitoring and Enforcement Section conducted a two (2) days Information, Education and Communication (IEC) on Strengthening of Created Anti-Illegal Logging Task Force (AILTF) at Barangay Halls of Lison Valley, Pagadian City, Zamboanga del Sur and Sigapod, Midsalip, Zamboanga del Sur on October 13-14, 2022.

This activity was made to give awareness to the residents of the said barangays most specially the barangay officials about Anti-Illegal loggings and the current sanctions and charges if one didn’t abide the law or refuse to abide the law. They also had an open forum for those who wants to ask about their concerns and on how to report to the office if ever they had encountered such illegal activities.

The Officials of different barangays who was invited to this activity had committed to coordinate with the office thru the Forest Rangers and Forest Protection officers that was assigned to their respective areas of responsibility to ensure that these illegal activities should put into actions according to the laws so that we will be able to conserve our trees most especially those status is already threatened for the benefit of our future generations to come.

The DENR CENRO Ramon Magsaysay encourage everyone to help the community by relaying these information to their neighbors and to the people they know and reporting these illegal activities to resolve.

𝐒𝐀𝐋𝐕𝐀𝐃𝐎𝐑, 𝐆𝐔𝐓𝐀𝐋𝐀𝐂, 𝐙𝐍 – The DENR Zamboanga Peninsula headed by In-charge, Office of the Regional Executive Director Ronald D. Gadot conducted a Two-Day Orientation Seminar for the Deputation of Environment and Natural Resources Officers at Salvador, Gutalac, Zamboanga del Norte on October 3 & 4, 2022.
Municipal Mayor of Gutalac, Hon. Justin Quimbo extended his heartfelt thanks to the DENR for the technical assistance to capacitate the 91 volunteers composed of Barangay Chairmen, Barangay Kagawads, and Barangay Tanods within the 33 barangays in the Municipality of Gutalac who participated to be deputized ENR Officers to their respective barangays.
OIC RED/ARD Gadot said in his message that this event aims to orient the participants under the Province of Zamboanga del Norte and become our active partners in the protection and conservation of our natural resources and management of the environment through collaboration and coordination with the Local Government Unit of Gutalac under the leadership of Hon. Mayor Eddie Justin Quimbo.
Among the topics discussed by OIC RED/ARD Gadot were the Forestry Laws, Rules and Regulations, Guidelines in the Conduct of Apprehension, Administrative Adjudication Proceedings of Illegal Forest Products, and the Machinery Equipment, Tools, and Conveyances pursuant to DAO 97-32, DAO 2020-18 and scaling of Logs, Flitches and Lumber.
Engr. Adonis Angelo J. Cañon from the Mines and Geosciences Bureau (MGB) tackled Prohibited Acts and Penalties on Mining Laws, Guidelines in the conduct of Apprehension, Seizure, Confiscation, and Disposition of illegally sourced Mineral Products and by-products, Tools, Conveyances, and Equipment used pursuant to MGB MC No. 2018-01 while Engr. Franz Noble of the Environmental Management Bureau (EMB) discussed on the Prohibited Acts and Penalties on Environmental Laws.
On the second day, Forester Brendelyn P. Madarang, Chief of Protected Area Management, Biodiversity Conservation of the Conservation and Development Division talked about Prohibited Acts and Penalties on Republic Act 9147 or the Wildlife Act and CENR Officer Dionisio B. Rago discussed the DAO 2008-22, the Duties and Functions of DENRO.
Deputation of Environment and Natural Resources Officer is pursuant to DENR Administrative Order No. 2008-22 or the Guidelines on the Deputation of Environment Natural Resources Officers (ENROs) considering that the Municipality of Gutalac has a total land area of 51, 541.50 Hectares and 27, 454 hectares is timberland.
