Duties and Functions

 

  • Provide assistance and services on promulgation of office orders, rules and regulations related to economic, efficient and effective administrative services;
  • Establish policies and standards including human resource management and development, general services, communications, logistics, property, safe records management and documentation;
  • Maintain regional assets and facilities;
  • Perform other functions that may be assigned by higher authorities.

 


Sections under the Administrative Division

 

General Services Section

 

  • Design, develop and implement and effective system of maintenance of the Region’s facilities including its buildings, grounds and vehicles security, safety, communications and other services;
  • Establish a comprehensive management program to ensure an effective and economical procurement of supplies and equipment following government prescribed standards;
  • Render assistance to the Pre-Qualification, Bids and Awards Committee;
  • Perform other related functions that may be assigned by higher authorities.

 

Personnel Section

 

  • Administer a Region-wide personnel management program which shall include selection and placement, position classification and compensation, performance evaluation, employee relations and welfare services;
  • Act on matters concerning attendance, leave of absence, appointments, promotions, transfers and other personnel transactions in the Region unless otherwise delegated to other units;
  • Administer a mechanism for the adjudication of employees complaints and grievances;
  • Perform other related functions that may be assigned by higher authorities.

 
Human Resource Development Section

 

  • Provide assistance in the promulgation and implementation of office orders, rules and regulations related to human resource development;
  • Prepare the HRD plan and programs of the DENR;
  • Conduct trainings and evaluate the training programs of DENR offices ;
  • Develop and pursue a career development program for DENR personnel;
  • Initiate or support organizational development interventions to promote the Department’s effectiveness in achieving its vision and mission.

 


Procurement Section


 

  • Prepare, implement and monitor a supply and property management program of the Region;
  • Recommend policies and guidelines on the utilization, maintenance, storage, and disposal of supplies, materials and equipment;
  • Coordinate the annual procurement program of the region;
  • Conduct inventory of all properties;
  • Handle the insurance requirements of the region unless otherwise delegated to other units.

 


Cashiering Section

 

  • Receive, collect and deposit cash payment;
  • Prepare checks;
  • Process vouchers for payment of salaries and wages of employees including obligations unless otherwise delegated to other units;
  • Perform other related functions that may be assigned by higher authorities
