SEC CIMATU INSTALLS NEW DENR 9 RED

January 10, 2019 -- DENR Secretary Roy A. Cimatu administers the turnover ceremony of the directorship of DENR 9 Zamboanga Peninsula at the DENR 9 Regional Office Building, Pagadian City today.

The new Regional Executive Director (RED) of DENR 9, Dr. Sabdullah C. Abubacar, CESO IV, formally accepted his new designation with the symbolic turnover of the DENR flag from former DENR 9 RED Carlito M. Tuballa, which was facilitated by Sec Cimatu.

“With the support from all the officials and staff of DENR 9, I believe that we can achieve more,” said RED Abubacar. “I will persevere and I will not stop with just achieving targets but lead innovations.”

Other DENR Officials who came to Pagadian City include Atty. Ernesto D. Adobo, Jr. Undersecretary for Administration, Finance, Human Resource, Information Systems, Legal, Legislative Affairs and Anti-Corruption, MGen Mario Chan, Head Executive Assistant and Rolando R. Castro, Director of Human Resource Development Service.

DENR Special Order No. 2019-36 designated RED Abubacar as DENR 9 RED from his previous assignment as Regional Director of the Environmental Management Bureau (EMB) Region 10. Meanwhile, RED Tuballa has been designated to serve as DENR 1 RED in La Union by virtue of DENR Special Order No. 2019 – 08.

RED Tuballa thanked the strong collaboration of the PENROs, CENROs, EMB 9 and MGB 9 that allowed for the high performance of DENR 9.

Manila Bay Rehab Project

Meanwhile, Sec Cimatu announced that the successful rehabilitation of Boracay has bolstered recognition for the DENR nationally and internationally. This has led him to accept a new challenge.

“I accept the challenge to clean Manila Bay,” said Sec Cimatu during his keynote message.

Sec Cimatu said that in 2018, the DENR took the lead in the President’s tall order of rehabilitating Boracay. And now in 2019, the environment agency is, once again, at the helm of another massive and ambitious rehabilitation project.

“It has been a little more than ten years since the Supreme Court directed multiple agencies to clean Manila Bay but the magnitude of the problem was so huge that until now, wala pa ring nangyayari,” Sec Cimatu said.

Sec Cimatu added that the DENR already presented the rehabilitation plan to the President and the Cabinet which included the relocation of some 300,000 families from the shorelines of Cavite and in the esteros of Metro Manila.

“President Duterte once described Boracay as a cesspool with its [fecal coliform] level at 1million most probable number (MPN) per 100 milliliters. Manila Bay is at 330 million mpn/100ml. That is how dirty Manila Bay is,” Sec Cimatu said. The safe level is at 100MPN/100ml.

Sec Cimatu said that major contributors to the problem in Manila Bay comes from wastes from Pasig River and other tributaries, informal settlers and major establishments like a zoo, a shopping center, and a hospital not connected to the sewage line.

“I am optimistic that we will be able to succeed in this endeavor with the support of other agencies and the people,” Sec Cimatu said.
